the “Official” Government line on whistleblowing v the reality of Brian Pead’s whistleblowing

According to the Government website about whistleblowing, this is what whistleblowers can expect (see below). Now compare that to the reality faced by Brian Pead and his family in a Home Office orchestrated campaign of persecution against an innocent man exposing child abuse, racism and bullying at Lambeth Council.
Whistleblowing for employees
1. What is a whistleblower?
You’re a whistleblower if you’re a worker and you report certain types of wrongdoing. This will usually be something you’ve seen at work – though not always.
The wrongdoing you disclose must be in the public interest. This means it must affect others, eg the general public.
As a whistleblower you’re protected by law – you shouldn’t be treated unfairly or lose your job because you ‘blow the whistle’.
You can raise your concern at any time about an incident that happened in the past, is happening now, or you believe will happen in the near future.
Who is protected by law
You’re protected if you’re a worker, eg you’re:
- an employee, such as a police officer, NHS employee, office worker, factory worker
- a trainee, such as a student nurse
- an agency worker
- a member of a Limited Liability Partnership (LLP)
Brian Pead was an employee of Lambeth Council and of Off Centre counselling in Hackney.Both organisations had immediate connections with the Mettropolitan Police and both organisations mysteriously dismissed Brian after he exposed child abuse in Lambeth, since corroborated by DCI Clive Driscoll
Complaints that count as whistleblowing
You’re protected by law if you report any of the following:
- a criminal offence, eg fraud
- someone’s health and safety is in danger
- risk or actual damage to the environment
- a miscarriage of justice
- the company is breaking the law, eg doesn’t have the right insurance
- you believe someone is covering up wrongdoing
Brian Pead was NOT protected in law when he exposed criminal offences at Lambeth; risks to children; miscarriages of justice; cover-up of wrongdoing.
What your employer or a prescribed person will do
Your employer or the prescribed person will listen to your concern and decide if any action is needed. You may be asked for further information. - this simply didn’t happen in Brian’s case at Lambeth and at Off Centre.
You must say straight away if you don’t want anyone else to know it was you who raised the concern. - Brian was happy for people to know that he had raised concerns.
You won’t have a say in how your concern is dealt with. - Brian did have a say, but nothing was done. Eventually Lambeth Council created allegations against him and dismissed him unlawfully.
Your employer or the prescribed person can keep you informed about the action they’ve taken, but they can’t give you much detail if they have to keep the confidence of other people. Lambeth Council officials covered up Brian’s information and suspended him for 7 months while ransacking his office, moving people on and re-employing a known child abuser.
A prescribed person can’t help you with your relationship with your employer. -Brian never met a prescribed person.

Innocent man threatened with prison 

in a cover-up of child abuse


Such is the level of corruption in the UK, that Brian Pead received the following text message from Probation:

"...As we have been unable to assess the suitability of your address in accordance with your licence conditions, the National Probation Services now instructs to report to the Probation Approved Premises at 5 Wesleyan Road, Peterborough, by 1pm tomorrow, Friday 3rd June 2016. Failure to comply with this instruction will lead to enforcement action will be considered which may include your recall to Prison..."

Putting aside the appalling lack of grammar in that text and putting aside the punitive language used (clearly Ms Mahoney has considerable issues around her need to control) note that this message arrived on Brian's phone only <strong>after</strong> Brian had called probation - someone calling herself Philippa Mahoney - and informed her that she was harassing him as he had committed no crime. He also informed her that he would perform a citizen's arrest on her if she arrived at 4pm to inspect Spire View, Cotts Lane, Tilney All Saints on the grounds that she was a public servant (she can't deny that working for the Probation Service) and that she had been put in possession of the fact of Brian Pead's innocence and a letter confirming the same from MP Sir Henry Bellingham. Therefore, she has a statutory - as well as a moral - duty to report these facts to her Line Manager and call for an inquiry. In failing to act honourably, she is guilty of misconduct in public office, as well as perverting the course of public justice.

Brian resides on land owned by Robert and Violet Ecclestone, two law-abiding citizens and neither of whom has a criminal record. Robert is 64, his mother is 93. No children visit the address but even if they did, they are under no threat from Brian (but probably under a good deal of threat from police officers and others who have predilections towards children). For a decade now, the State has attempted to label Brian as a sexual offender, but that false narrative was created merely to deflect attention away from the wrong-doing of Lambeth councillors and others - see www.LambethChildAbuse.org . See also Brian's book <em>Framed!</em>, in which he highlights abuses of process on an industrial scale in his corrupt trial at Southwark Crown Court in 2009. Brian still has a book banned at the High Court - <em>from Hillsborough to Lambeth</em> - and <strong>two</strong> gagging orders against him. He has been made homeless by the authorities and his local council have failed to find accommodation for him. 
Furthermore, both the Probation Service and Norfolk Constabulary have failed to provide Brian or the Ecclestones with any documentation supporting the reasons for a visit or evidence of Brian’s convictions.
For the record, Brian was at the property from 2pm until 5.30pm and the said Ms Mahoney failed to appear. So, she threatened Brian Pead with a recall to prison via a text message sent at 3:02pm in the full knowledge that she was not going to attend at the pre-arranged time of 4pm.


Brian Pead used the time wisely by meeting with Norfolk farmer Tony Martin to discuss their new book, in which Brian has unearthed a good deal of new evidence which shows that the farmer ought never have been sent to trial for murder or any other offence save for possession of a shotgun without a certificate in place.

Yesterday, two police officers threatened Brian Pead with a recall to prison. He provided one of them (the only one who actually showed a Warrant card) with a letter from MP Sir Henry Bellingham in which the MP stated that "...I am quite convinced that you are the victim of a number of miscarriages of justice..."

On what grounds, you might be asking, did the police threaten a recall? Because, they said, Brian refused to allow a home visit. Since he resides at Spire View in Tilney All Saints but does not have a key, he was unable to let them into the property without the owner's permission and also because he does not have a key. The owner was away from the property. He had written to the Probation Service stating that he would co-operate with a home visit on the condition that the police and probation provided certain documentation proving that Brian Pead is a criminal. Both agencies of State failed to provide ANY documentation, thus potentially putting the elderly Violet Ecclestone (aged 93) and her son (aged 64) at risk of harm. At no time during their 15-minute visit to Spire View did either police officer or probation officer bother to even call the Ecclestones. Later that evening, Robert Ecclestone called Probation and informed them that Brian Pead does not have a key and that he only resides at the property overnight.

There are also concerns regarding the delpoyment of officers. Chief Constable Simon Bailey often uses the media to complain about budget cuts and the lack of personnel at his disposal, yet two officers were in attendance yesterday. Why? There are no possible grounds on which Mr Bailey can justify such a reckless attitude to the careful deployment of personnel at his disposal. The Ecclestones are calling for a vote of no confidence in the Chief Constable. Brian Pead has been stopped on no less than four occasions in the past 8 weeks. Furthermore, Brian provided Simon Bailey with a copy of his book from Hillsborough to Lambeth which exposed child abuse in Lambeth Council and the Chief Constable failed to act, despite being the national police lead for child abuse.

Brian also provided a copy of his book Framed! which highlighted police corruption at Southwark Crown Court in 2009 and again the Chief Constable failed to act, no doubt attempting to cover for his corrupt colleagues.(It should be noted that our use of the word 'corrupt' falls in line with that used by Professor Phil Scraton of the University of Belfast in relation to the Hillsborough disaster. It is not a word this website bandies about recklessly. It is a word used with due consideration at all times.)

Furthermore, Brian Pead informed the Chief Constable that he and a brother had been the victims of child abuse at the National Children's Home in Harpenden, Hertfordshire between 1955 and 1960. DC Gill Lacey claimed that she would be dealing with this issue, but when she met Brian at Spire View yesterday she failed to even mention the matter. Such is the lack of quality policing these days - punish a whistle-blower, protect our corrupt colleagues and partners.

I am well aware that MPs are not – officially, at least – able to intervene in legal matters and this was not the reason I asked for a meeting. When Sir Henry Bellingham was my MP, he became involved and used the Early Day Motion process to support my Appeal. This naturally gave him a lot of positive publicity.
To be clear, I want to meet with Elizabeth – with my ghost-writer in attendance [some of his work can be found at www.LambethChildAbuse.org], to bring to her attention the new grounds of Appeal – much the same as various constituents did with their MPs in the case of Hillsborough. It would be helpful to have Elizabeth’s full support in these matters. I am aware that her language would be somewhat neutral as she needs to protect her image as an MP, but I really do believe that she ought to meet to hear the grounds of appeal before them being released in the national press. And, as previously stated, there are numerous possible photo opportunities which can only assist Elizabeth in the continuing development of her role as an MP.
Please provide me with three possible dates to meet this Parliamentary session. Please be aware that I will take notes and provide Minutes to be signed off by both parties.

Persecution of whistleblower Brian Pead by corrupt Lambeth officials

Dear Lambeth Borough Council,
I know Mr Pead personally. He is writing my autobiography for me about the State's persecution of me after I fired a gun in my house in which a young burglar was killed (20 August 1999). At my behest, Mr Pead has been investigating my case and uncovered a great deal of corruption in it. I know what it is like to be persecuted, but this poor man and his innocent family have suffered far more than me. 
I believe in Mr Pead's ability to conduct bona fide research and I am aware that he wrote the complete history of Liverpool Football Club from 1892. I have read the book From Hillsborough to Lambeth which shows that he was unlawfully dismissed by corrupt officials. I have also read the book FRAMED! about the case at Southwark in 2009 (brought about only AFTER Mr Pead reported child abuse to Lambeth Council - who promptly covered it up as in Hillsborough) and the book 10Prisons12Weeks when he was ghosted to 10 different prisons in just 12 weeks as Lambeth Council sought to silence him. 
I have seen documents that prove beyond all reasonable doubt that he has been set up by Lambeth Council, who sought to defame him just as the police sought to defame those at Hillsborough. 
Now we come to my point: I note that Lambeth Council's response to several posts on the WhatDoTheyKnow website are "long overdue". There can only be one reason for this: Lambeth Council has no intention of responding to them because they know that Mr Pead is completely right in what he exposed - hence the Council banning his book and putting him in prison on FOUR separate occasions in order to silence him. 
1. How much did it cost the Lambeth taxpayer to take Mr Pead to Court in July 2013 and apply for a permanent gagging order? 
2. How much did it cost the Lambeth taxpayer to apply for committal proceedings at the High Court in July 2013? 
3. How much did it cost the Lambeth taxpayer at the Employment Tribunal in 2008? 
4. Why did Lambeth Council reinstate a female teacher who had been dismissed for child grooming, racism and bullying in an all-girls' school (and then suspend an innocent and successful Head Teacher)? 
5. I understand that Cathy Twist - clearly a person of dubious character considering she presided over the unlawful dismissal of TWO Head Teachers (perhaps even more) - is still employed by Lambeth Council. Please confirm. 
6. How much did Lambeth Council pay Mary White to engineer the dismissal of Brian Pead in 2007? 
7. How long did Maryn Murray remain employed at Norwood School for Girls? 
8. Who was the Chief Executive Director(s) of Lambeth in the period 2005-present? 
9. Why did Lambeth Council NOT report child grooming and other abusive behaviour broguth to its attention by Brian Pead to the Police in 2006? 
10. Is Beverley Williams still scared to talk about what she described as "appalling treatment of Brian Pead"? 
11. Brian Pead and Michael Bird wrote to the Prime Minister in 2012 applying for the OBE to be stripped from Phyllis Dunipace for approving of the unlawful dismissal of Brian Pead and James Walker - what is the current status of her OBE? 
12. Members of the Shirley Oaks Survivors Association have personally thanked Brian Pead for his work in helping to expose child abuse at Lambeth - is the Council aware of this organisation? 
13. Retired counsellor Anna Tapsell attempted on many occasions to bring child abuse to the attention of Lambeth Counsellors - why was no action taken? 
14. Brian informs me that Lambeth Council are interfering with his pension and that the Teachers' Pension Authority spuriously claims that Brian owes THEM the sum of £25,000 - strangely this occurred after he reported child abuse. Please provide me with copies of ALL communications between Lambeth Council and the TPA - and before you try to avoid that request through your usual "legal engineering", I have a signed Form of Authority from Brian Pead giving me permission to acquire such information on his behalf. 
15. When did Barry Gilhooly leave the employ of Lambeth Council? 
16. When did Derek Langan leave the employ of Lambeth Council? 
17. Is it true that Colin Hill of the Open Learning Centre for Vocational Studies had had numerous allegations against him of a sexual nature against Lambeth children? 
18. From documents in Brian's possession, it is clear that Annabel Field - a former teacher at the Pupil Referral Unit - had written to Cathy Twist and stated that her witness statement had been altered in an attempt to dismiss Brian - please confirm or deny. 
19. Brian's MP - Sir Henry Bellingham (also my own MP) - has now stated on the public record that Brian was NEVER guilty of a sexual offence or of the alleged harassment of his family members and that he should never have been sent to jail. Why did Cathy Twist mysteriously drop the spurious claim that Brian Pead had been masturbated in a theatre? 
20. Can you confirm or deny that, should Brian Pead be unlawfully arrested and illegally imprisoned AGAIN for his work against Lambeth Council and in seeking Justice and Truth for the many abused children (and adults) in Lambeth, that his illegal incarceration will have nothing to do with Lambeth or its corrupt councillors?
I note from a search on this website that you have a propensity not to answer bona fide requests if the subject matter offends you. I do hope that you adopt a different approach because it has been widely reported at the Independent Inquiry into Child Sexual Abuse (IICSA) that Lambeth Council is going to be "transparent and cooperative". I await your response with great interest to see whether it is, indeed, transparent and whether the Council has been "cooperative" or whether it will simply use further excuses in its shameful denial of reality. I regard ANYONE who covers up child abuse to be guilty of child abuse themselves.
Furthermore, when Brian Pead met with Sir Henry Bellingham on 15 April 2016, the MP stated that "there was clearly some murky stuff occurring at Lambeth". This comment is recorded in the Minutes of that meeting - a copy of which I have in my possession.
